Large-commodity dairy farm in South-Kazakhstan region has reached full projected capacity

The next project in agro-industrial complex of Kazakhstan financed from the funds of the National Fund has reached full projected capacity.
We talk about dairy-commodity farm of Kazyna Zher Ltd. for 800 heads, investment project financed under the line of KazAgro National holding through its subsidiary company, KazAgroFinance JSC, and built up in Aryss district of the South-Kazakhstan region.
        The project which cost is over 2 billion tenge, today has reached full projected capacity. It was implemented in two stages with purchasing of breeding milking livestock from Canada, Ukraine and Kazakhstan. Today on the farm the average daily yield of milk per one head is 29 liters. The enterprise produces 15 tons of milk daily.
To provide the livestock population with own forage also the production was financed under the program for forage production development. Allocated assets were used to purchase necessary agricultural and special machines, and equipment for drip irrigation.
         Today under the line of KazAgro Holding in agribusiness complex of the republic 516 investment projects with total sum of 316.6 billion tenge were commissioned. In whole according to data as of December 2017, the investment portfolio of the Holding includes 567 investment projects with total cost of 369.9 billion tenge with creation of about 17.2 thousand jobs for the period of operation.
       It should be noted that investment program of KazAgro includes financing of projects almost in all key directions and sectors of agriculture of the country – from construction and modernization of large-commodity dairy farms and modern greenhouse complexes to development of grain export infrastructure and establishment of feedlots network and meat processing complexes.
        For example, in filed related to organization of meat processing complexes producing block meat and large cuts in vacuum package 23 projects were financed for 11.63 billion tenge with production capacity in 45.6 thousand tons of meat products;
-For establishment of feedlots network with developed infrastructure 29 projects were financed for 32.79 billion tenge with production capacity 89.8 thousand feedlots;
-Establishment of breeding reproductive farms network – 103 projects for 46.2 billion tenge with production capacity 70.9 thousand heads of seed cattle;
-Establishment of poultry plants network – 26 projects for 48.5 billion tenge with production capacity in 108.8 thousand tons of poultry meat and 880.1 million eggs annually;
-Development of greenhouses network – 49 projects were financed for 52.9 billion tenge with total area 159 ha and 65.3 thousand tons of vegetables annually;
-Development of dairy-commodity farms network – 43 projects were financed for 47.3 billion tenge with production capacity 166.8 thousand tons of milk.
In order to improve the state support of agro-industrial complex, and implementation of the State program for agro-industrial complex development for 2017-2021, the Ministry of agriculture developed the Maps of priority directions development for agriculture and improvement of state support of agro-industrial complex.
•Agricultural processing map.  
Given the high share of import, underutilized capacities and raw potential, 9 priority kinds of processing were determined, which are represented by 435 enterprises. These are processing of milk, meat, skin and wool, oil and grain crops, fruit and vegetables, sugar beet and potato for which the Map of agricultural processing enterprises location was developed including for each region by districts.
        According to the Map it is necessary to build up 79 new plants and modernize 80 plants.
To decrease the loading to the budget, the mentioned actions will be financed from ensuring availability of loans from financial institutions. This task will be solved through cheapening of fee rate of loans.
       The Map implementation will allow gross production of processing products from 1.9 to 3 trillion tenge and establish 7 thousand new jobs. At that the total sim of tax liabilities will increase additionally by 171 billion tenge.

•Feed production map (feed balance)
Determining factor for stable development of livestock is ensuring of agricultural animals with complete, balanced feed. At present the basis of food supply is natural pastures and hayfields, field fodder production and compound feed industry.
The organized farms are provided with the feed in full only in 4 regions – North-Kazakhstan, Kostanay, South-Kazakhstan and Aktobe regions.
The most prospective for increase of livestock productivity from providing with feed are East-Kazakhstan, Almaty, South-Kazakhstan regions.
In order to create a solid feed base within the Map it is proposed:
first, to increase yield from subsidizing of effective and zoning of crops and varieties of annual and perennial grasses, silos crops only;
second, to renew planting of perennial grasses, exception of old-aged plantings with low yield.
Optimization of subsidizing will allow for the same funds to provide with succulent and silos feed and at that increasing coverage with subsidies from 826 thousand ha to 1.5 million ha annually (or in 1.8 times).
third, budget lending by “Food corporation” JSC for forward purchasing of fodder and components for mixed feed production. It increases loading of existing feed plants from 50% to 75% (from 1.2 to 1.9 million tons), as well as covers full necessity in feed for organized farms.
Implementation of feed production Map will allow increase production of main kinds of livestock products by 15-20% and income of villagers by 210 billion tenge.
